Student Generation & Impact Fee Rates

New residences that are constructed in Seminole County, along with new mobile home residences, can result in additional students attending existing Seminole County Public Schools. While these new residences provide a source of additional tax revenue for the school district, the capital and annual expenses associated with constructing and furnishing additional classrooms, obtaining additional buses, and repairing and remodeling the facility during it's lifetime, typically exceed the annual revenue that is generated from the new residences, as well as existing annual revenue sources. Similar impacts can occur regarding other public services, such as roadways, utilities, public safety and community recreational facilities.

Impact fees are just one means of providing additional revenue to reduce this deficit. They are typically levied upon new residence construction prior to a building permit being issued. The current impact fee rates were codified in 1992 in the Seminole County, Board of County Commission Ordinance 92-14, and updated in 2018 by Ordinance 2018-1. That ordinance references the applicable impact fee study which was performed at the time in which student generation rates were mathematically determined.
